Does the Windows 7 family pack allow you to upgrade the mobo or throw
out one machine and put it on a new one?

My question should have been.....is the family pack restricted in
anyway?

As it is a retail package, yes. It's transferable as much as you want so
long as it's within terms of the retail license. As to your other question,
it's restricted to 3 active licenses at one time. If you uninstall it and
and reinstall on another system, or do a hardware upgrade requiring
reactivation it may take a phone call to Microsoft. Or it may not. I did a
complete reinstall within one week of the original install on one of my home
systems after replacing the primary HDD and changing the CPU. Did not
require a phone call. Just activated online normally. All three licenses
were already activated when I did this.

Only restriction is it is no longer offered by Microsoft.
True...I see the usual kind hearted private sellers on Amazon are reselling
them at double the cost or more.

The bigger question should be can you even FIND the family pack anymore?
I heard it wasn't available anymore.
