Trying to import my contacts into Outlook but it only accepts CSV — how can I convert my VCF?

Outlook only lets you import contacts from CSV files, therefore you are unable to simply import a VCF (vCard) file. The difficulty is that VCF files are supposed to carry contacts one at a time or in groups, but Outlook's Import feature works best with CSV files, which have data arranged in rows and columns. When you try to import VCF files into Outlook, it fails to detect them.
