Windows 7 icon stucked in taskbar

Sometimes, when I use Windows 7, the icons in the taskbar are stuck, even when press it, it won't open the window that was clicked. Why is that? Is it graphic issue? I overcome this issue by killing explorer.exe, but it is just quiet tedious, when the icon is stuck every time.

The issue won't happen if I switched Windows 7 Basic theme.

The most common cause of something like this is limited computing power. Using Windows Aero features may require more CPU & GPU processing & RAM than your computer can handle. Essentially there are too many processes running just to make your windows seem to open or close, make text scroll smoothly, etc. for your computer to be able to actually run the important programs.
