It is a licorice flavored fruit roll-up :p

Is it sticky on both sides?

It was often used in the older days, when motherboard items did no have clamps. This meant that , as well as cooling, it helped, for example, to "glue" the fan to the top of the CPU.
I believe its actual cooling effect was minimal, but with mor knowledge now of cooling cvompounds, it could be worthwhile for a motivated company to experiment with it again.

You see this kind of stuff on Heatsinks and the like. To be honest it's not much cop.. The TIM you purchase in tubes is far better..
I always use OCZ freeze as it's superior quality to other Thermal pastes out there..
