MSPaint is the wrong program for the job. It has no annotation features.

LibreOffice math fonts perhaps ? Some word processors have
excellent math font options, and can make publication quality
looking equations. This is at least a start at it, but might
not be the best one.

Make the equations you want, have the look you want in Libreoffice,
then screenshot the thing, and paste in the nice looking equation.

Irfan can insert characters like:
1/x = 32/12
but you still have to use Irfan line draw for brackets.
You use Irfan to insert unicode fonts, too.

Paint isn't going to do it.
Fyi...if BD = 35/12 then the y-coorindate at point B is:

10 - (35/12) = 7 and 1/12
