Changing focus in Windows 7 Explorer.

I haven't found a solution yet. For an example of what I need go to
Outlook10 and observe how the pane is always in focus with regards to
the pointer.

I'm not on my Win7 machine to test this, but according to howtogeek.com,
there is a setting on Win7 and Vista to select a window with mouse-over.
There must also be a timing option, because I'm checking a program call PC
