Also, did you ever run:
sfc /scannow
That is a System File Checker and should verify all your system files are the right size etc.

And is your upload speed still slow? For almost everybody upload is much slower than download but your ISP should be able to tell you approximately what your upload speed should be and then, if you shut down all known uploads/downloads and go to http://www.speedtest.net/, it should be close to your contracted rate.

no CCleaner is not the same, system file checker is a built-in W7 command.
Open a command prompt and run SFC /scannow
