Has anybody else seeing this blue bar "start sharing here" on their browsers....IE, Google and FF. They all have it and it just started showing up.

You must have installed something that included a Google Toolbar or similar.

Check Programs and Features and see if you have any toolbars installed. If you have a toolbar installed by choice then there could be an update to the toolbar asking for your consent to activate.

Yep, that's exactly what it is. I've been getting it myself... thankfully not in Opera though.

I am sure it can be disabled by either logging OUT of google, or somewhere in the Google+ preferences area?

I've not been signed in...so I singed in and had a look. I can't find anything that says anything about google+. This is on all my browsers that I use...IE9, FF and Chrome. Just so damn annoying.
