Have a new 64 bit with Win 7. Can someone tell me in Color & Apperance specifically how to change font and size for headings in my windows for Word Pad, Documents and Outlook folders?

In XP you could customize these things but it seems with the addition of Aero and other features they removed much of this customization, likely for compatibility with the new features.

If you go to control panel / display you can set size and there is a set custom text size (DPI) which may do some of what you wish.
