Has anyone written a script that will delete the file...
C:\Users\"user"\AppData\Local\Microsoft\Windows Virtual PC\Virtual Machines\Windows XP Mode.vsv?

This appears to be part of Virtual PC - XP mode and may end up corrupting your installation but if you really want to delete it I suggest you try Unlocker (links available in our Freeware DB). It allows you to try and delete a file and if it fails it can schedule deletion on reboot.
