Windows not shutting down and only restarts

Hello thread, I am having issues with my computer not shutting down. Everything is disabled and bio's are up to date, but yet it it only restarts when I try to shut down. And this is very aggravating to me. If you know a solution let me know. Please ASAP

i tried that issue. didn't work. so i reinstalled windows 7. nothing.. what am i doing wrong?

Two things that may be causing this 1 computer is restarting because a program is not closed, 2 driver crashing on shutdown. Try a diagnostic startup using msconfig >

i tried everything throughout all troubleshoot and instructions there is. pretty confused right now
