windows cant be load

I have a problm with my windows..and i also cant use safe mood..i hav tried all the list in f8 button..when i click on repair my laptop..it just turn out to be blank screen.nothing occur..i also tried commnd prompt with chkdsk repair and so on.but still nothing happen.i also try to install new windows but it happen to be stuck after i click the installation button..i really need help..pliss anyone..

Is this a new PC or an old PC with a new problem? What is the make/model of the computer?

Is it a new hard drive?
