Windows 7 Stalling

It seems to happen fairly randomly but it's happening enough to be a nuisance. Everything will just stall for about 30 seconds then go back to normal. I can't figure out the issue. The only driver I've had to manually install is the video driver and I've changed that multiple times and it hasn't solved the issue.

I just have no idea what could be causing this.

it will do this for maybe 45 seconds every half hour it seems

Have a look at your task manager see what is using the top 5 most processes, and reply with this information.
You could also do a Malware check - just to be safe!

Actually I saw in another thread people were having similar problems and they resolved them by switching the power mode to high performance

I did that and it seems to be working so far

I still don't know why
