I have the family pack installed on 3 PC's. I have a total of 6 to upgrade. Can I just purchase another 3 license pack or do I have to go back to the store and buy another family pack? It would be nice to purchase additional licenses as needed on line at the family pack pricing if you have more than 3 PC's.

Unfortunately you're going to need to buy another family pack! I know Microsoft offers an online store however the family pack isn't available digital download. You're right in that it would be a good idea for Microsoft to implement.
