Why can't we transfer disk space between different disk drives?

Recently, I came across a situation where my C drive was nearly full and plenty of space left in E drive. I thought to transfer some space from :E to :C, but didn't find any option to do this. Then I googled about it and found that I can't do that. What can be the reason behind that?
