I'm using a new W7 PC with a new LG 32" capacitive touch screen.Everything works fine in vista and XP but when I install on the new W7 the touch screen works for 15 minutes and then drops communication. The touch interface is USB to PC. Is there a solution? I feel it's something with the USB....

I'm wondering if it has to do with the Sleep/Hibernation settings. Try opening control panel\device manager and find the touch screen input device (should be near mice and other pointing devices) and edit the properties ... power management tab. Uncheck Allow the computer to turn off this device to save power and check Allow this device to wake the computer.
