Toshiba Laptop Shuts Down When Unplugged

When I power on my Toshiba laptop, it displays "0% available plugged in, charging". However, if I unplug it, the laptop immediately shuts off. Additionally, I'm unable to perform startup repair, and I'm currently stuck in the startup repair process
