Toshiba External Hard Drive

We just recently (yesterday) installed a Toshiba Canvio 3.0 Plus on a machine running windows 7 32 bit. Today it will not boot up, it is asking to restore to yesterday @ 12:31pm. What did I do wrong and how can I fix it?

In W7 you can't boot from an external drive (W8 you can) so I'm a bit confused with your terminology. Please explain "what" will not boot up? Your windows on the internal HD won't boot? Or you just can't see/read the new external hard drive?
