First of all, you'll need to install a Telnet client - you can do this via Control Panel > Programs > Turn Windows Features on or off > Now check the Telnet client box and click ok.
You will now be able to use the telnet application via the command prompt.

Ian gave me this fix I hope it helps you like it did for me. Just go to Start type cmd and type sfc /scannow, it take a few minutes to complete but it allowed me to install Telnet just fine.
