Start up loop

The screen icons for owner & guest come up, but just keep coming back. Having got in to setup that just goes into a loop & only stops with "Esc" or "break" It did stop on BIOS security which said password not installed, which would explain why it doesn't come up with the password request. Any ideas how I can overcome this, as the arrow keys don't seem to move until it goes into a loop wizzing round all the selections. Enter doesn't seem to work on OK only on cancel when one can get it to move to cancel.
