scrolling from touchpad not working

I have a Toshiba L305- S5941, I am trying Windows 7 but I can not find any settings to configure the scrolling feature, is it a problem with driver? help please.TX!

I am actually having the same issues on my Dell Latitude D620.
Currently running the latest drivers for the ALPS Touch Pad (Vista Version 7.0.10)
