Repair or Recovery disk download

I have a mini laptop that is BLUE SCREEN saying missing: Windows\system32\winload.exe
Error Code: 0xc0000605.
Is there somewhere that I can download the recovery disk for windows7 onto a flash drive so that I can start my laptop using the USB port???
Please HELP!
