In the 64-bit version of HOME premium, is it possible to save a Windows backup to an external USB HDD ??? (I know u can't do network backup saves in Home Premium)

Yes, it is possible to do the Windows 7 backup to an external hard drive.

An external drive is simply another drive letter when attached. Simply specify that drive letter as the destination to your back-up software.
