Permanent Custom Folder Icon?

How (if possible) can I assign a custom icon to a folder so that it will remain that folder's icon no matter where on the computer I move it to, even if I copy it to another drive (ext., flash, cd, etc.) or computer.

Yes you can customized Folder's icon on your computer. But i'm doubtful if it will work while you move this folder to other external drive or computer.

just right click on Folder that you want to customized
Now click on Properties
Go to Folder Icons in Customize tab
Click on Change Icon and choose your icon

But there is a limitation you can't do it with all folders. For example you can't customize Windows Folders.
