Password Fixer - EBCD

I used ebcd-0.6.0 under XP to reset passwords many times. However, it
doesn't seem to like Win 7. I have tried version 06.1 with no luck. Is
there a password fixer that will take ebcd's place?

What's ebcd ? When I Google it all I get is Torrent junk.
The usual password reset for NT systems is:
