No. There are some suggestions around the web for installing Windows Mail. If you want to stay with Microsoft, the best idea is to install Windows live Mail. The Live suite contains some other free and useful programs also. The Mail program can be obtained here. http://download.live.com/wlmail
I'm afraid it isn't. To go with what Davehc said, Outlook Express was replaced with "Windows Mail". The only alternative besides a free program like Thunderbird, would be to use Microsoft Outlook.
