Large file size in System Volume Information

Today i like to clean up my HDD because i got very little space in C drive and i do some scan with 3rd software and i found this one with big size but idk what is it, i like to delete it but i ask it first to you guys. Here a screenshot. So i need help to explain what is this file and can i just remove it ? Thank you
