laptop cannot find near devices to connect through bluetooth

Go to control panel > Bluetooth settings and make sure "Allow Bluetooth devices to find this computer" and "Allow Bluetooth devices to find this computer" are enabled.

If that doesn't resolve the issue then see if there is a newer Bluetooth driver for your computer and install it.
