Installing Two Hard Drives and being Able to Boot From Either One

I have a Windows 7 Home Premium 32 bit desktop computer and the key has an OEM in it.
I would like to install two hard drives and after making the installation be able to press F12, go to the Boot Menu and select either hard drive and be able to boot from it.
Can someone tell me if this is possible?
