Please tell me why I am getting this garbage winodw when I tried to download and install anything. Please see screen shot below

It appears your computer is infected with a browser hijacker.

Tools needed to clean:

Adwcleaner

Junkware Removal Tool

Afterwards reset you browser and home page.

You didn't specify which browser you use?

It's possible you have a virus but it's also possible it may be something much simpler. It is quite possible it is attempting to use a different language.

Check your region settings (Article)

Some windows seem to always use the default language.
