Icons on Windows 7 are frozen, cant move nothing?

I can't move the desktop icons, can't even drag & drop, seems like everything is frozen. I'm om Windows 7, just an fyi.

I can open folders but nothing on my the screen can be moved? Any ideas whats going on? I can't even move windows or tabs.

Pleas help. Thanks
