SOLVED How to password protect safe mode

Is there anyway to password protect safe mode in windows 7, A friend asked me to help him, because his son figured out how to bypass parental controls using safe mode.

There are products available. The main one I saw is called NOSAFEMODE and sells for around $15 but I've never used it myself.
