I use WIndows 7 ultimate. While Start ==> Run ==> CMD ==> OK

C:\Users\HP>arp -s 192.168.1.1 00-23-f8-d9-ac-63

Have you tried while running cmd as admin?

Go to Start > All Progs > Accessories > Command Prompt

Right click on it and then select "run as admin".

Weird... When you run as admin, the location should be "C:\Windows\system32".

Try again, but open the command prompt using the second way:

If you get "C:\Windows\system32" you're good to go.
