SOLVED Dragging open windows

I'm running Win7 Home Premium SP1. Lately if I try to drag an open window to another location, only the outline of the window moves. When I release the mouse button, the window appears in the new and correct position. Previously, when dragging the open window, the entire window moved to the new location. It still does this on all of our other Win7 computers.

Start -> Right click on Computer -> Properties -> Advanced System Settings -> Advanced Tab -> Performance "Settings" Button -> put a tick in the box for "Show window contents while dragging"
Click "Apply" Button.
