Default file save folder using W-7/64 pro, how to change it?

I use W-7/64 pro and have very little issue with it however there is one.

Every time a program wants to save a file, it always ends up in a
certain folder that is somehow a Win 7 default save location. This is
making me nuts.

How do I change this? I'd much prefer to be able to specify where the
file will be saved. There are some programs that allow this but many do
not. I'm losing my brain cells over this.

An exception is Firefox, it always downloads to the folder of my choice.

Suggestions?

Melloware Places Bar Editor might help - it allows you to specify several
directories of your own that show up in the Windows save dialogue box
(and in Office too, if you use that. It doesn't come in to play in every
situation, (sometimes these ridiculous libraries get specified by the O/
S) but I wouldn't like to be without it.

I suggest it is the program's choice, not Windows 7's.

Go to each program's help file or tech support.

Almost all of my programs behave well in this regard. You have the
misfortune of having installed some nasty players (in this one respect,
anyway).

The program itself determines this, not Windows. Some remember their
last-saved location, others don't (a poor design oversight.) If you
don't like that program's behavior, you will have to take it up with
its author.
