Change the Color of Windows' Menu Bar

I can't find how to change the color or customize the menu bar of Windows' Menu Bar. I only want to change the Menu Bar's color and not to download a whole theme just to do it.

There is an option, it's called "Menu" but none of the color settings really apply if you are running an Aero theme, not even "Windows Basic". Set your system to "Windows Classic" and then you will see the options actually make a difference.
