Can't Use Search Engines on Windows 7 and Need Help Upgrading to Windows 10 or 11

I have a Toshiba laptop with Windows 7, but I can't use any search engines despite having internet connectivity. I checked for a previous safe operating date, but there are none available. The laptop is well-equipped, and I'd like to upgrade to Windows 10 or 11, but I don't know how to do this without functional search engines. How can I upgrade to a newer version of Windows?
