Can the order be changed in Control Panel?

Windows 7 alphabetizes the "small icons" screen across rows. That make
it really difficult to find things. Is there any way to alphabetize it
down the columns?
Thanks.

Microsoft could have done it at their code factory; I am sure you can't.

The code to do it is really quite simple, but many programs fail to do
it, out of laziness or lack of understanding, I guess...

Reduce window width so it is only one column wide, or,
select View-Details with enough columns to fill the window

The first solution is simple and elegant - wish I'd thought of it.

But in my Control Panel window, View > Details isn't available. Even if
I press Alt followed the View menu - it's greyed out.

Good idea. As it most probably can't be changed, this should work.
