C:\Drive not accessible-- access denied

I cannot open the root drive. A dialog box states access is denied. Is this due to permissions and ownership ??
OS Windows 7 Toshiba Satellite L505D Laptop. New some help.

Hi sallie & welcome to Windows 7 Forums

Log on as Administrator and see if you can access C:\ and when your logged in take a look how UAC (User Account Control) is set.
