blue bar at top of screen

Hi there,

I just done a diskcheck and now ive got that annoying transparent blue bar at the top of the screen again that I cant get rid of unless I press f11, I'm sure there is a permanent fix for this but after searching net I cant find anything?

Any help much appreciated
