Adminstrator Password Lost

I'm trying to recover a computer whereby it has only one Administrator account and only one General User account.and the Administrator (owner thereof) is no longer "about" the computer, via downloading an ISO file which erases all of the Admin's details and resets (or allows a reset) of the Administrator account.
Questions:
1. Is my recollection correct? (that I may acquire an ISO which allows resetting of the PW)
a. If So:
1. Where do I acquire such ISO
2. what's required to get such?
b. If NOT:
1. What are other possible means of recovering this computer.
2. I am ready to simply re-install the entire OS, though there does exist some data of value to the owner.
