I have Win7 running on my laptop. I have AVG Antivirus running and
the Win7 Action Center is also running. Do I need to run Action
Center live, if I have AVG running?

My answer is Yes, you do. They're not the same thing. Action Center
is not anti-malware; it covers all sorts of things on your computer
that might require attention: failing drivers, missed backups,
pending updates, that sort of thing.

I'm not sure you even can turn bit off, but if you can you shouldn't.

What about Windows Defender, which is also running (I guess you can
see I am new to Win7).

Ditch AVG and get Microsoft Security Essentials, which has proved itself
to be one of the best, if not the best free antivirus and malware
applications around, and it has just got even better with the release of
version 2. It has some very handy new features including stronger
malware detection, thanks to a tweaked heuristic engine, integration
with Windows firewall and improved network protection.

Just remove AVG and install a clean installation of the program.
