I did that and Skype is working. I took these same steps before and got it to work as well (with an installation from oldversions.com) but I updated it and ended up back to the BSOD on start. I guess I can never update this application?

Still no file was generated, but I zipped the 3 most recent dmp files, and uploaded to OneDrive. Hopefully they'll be helpful.
I did as suggested above and the dos prompt indicates that it is doing something as it waited for Skype to start. I started skype and it listed the information that it was going to save a dump file to the c:\temp directory, but then nothing is there except for the EULA and the PROCDUMP program...

Was a resolution to this issue found? I tried ALL of the above. I was able to get an older version of Skype to run 126.96.36.199 but it wanted to update. So I did : (. Still got the BSOD. I've uploaded my crash file and the driver verifier is still running.
Any help would be appreciated.
