Winodows Explorer Issues

When using Windows Explorer (left-hand windodw) it "Jumps" and "Scrolls Down" making it very hard to use and a general nusance. Is there a fix for this? Do I have something set imporperly? Any suggestions welcomed. Thanks

Microsoft, on Technet, said it was by design and an alleged improvement (???), when the symptom was first reported.
There is not, to my knowledge, a "fix" for it.
Classic shell (http://sourceforge.net/projects/classicshell/), will fix it, but leads to (imo) other problems. Another solution is to use a third party file manager. I have tried most, but they all have plus's and minus's.
