I found yesterday...here the solution
go to Start -> Control Panel -> System and Security -> Administrative Tools -> System Configuration
For short, go to Start -> Search -> System Configuration
Click on the Boot tab
Make sure that there are no check boxes clicked, especially "No GUI boot". If this is marked, it is what disabled the Start GUI boot logo. Any kind of desktop customization software could cause this problem as well (I notice you have a giant dog on your login screen instead of the standard splash screen on log-in)
