what exactley do you mean, are you saying it comes up with you dont have permission to acess this folder or something??

Open Computer>Double-click on C: drive.It's right after the Windows folder.

You have to enable hidden files and folders to see it at C:\

I believe it can be deleted from the Disc Cleanup. I think once Disc Cleanup is started you have to click the "clean up system files" box with the administrator logo on it.
