Windows Media Encoder 9 x64 Fails to Install on Win7 64

I'm running Windows 7 Ultimate 64 bit. I tried to install Windows media
Encoder 9 (x64) and it fails with the message "There is a problem with
this Windows Installer package: A program run as part of the setup did
not finish as expected. Contact your support personnel or package vendor."
Here's a screenshot of the error

There are some things I use version 9 of WME for, such as exporting to
DV video or mp4 - not the WMV format. I installed the free version of
the Expression encoder and it only allows me to export to WMV. Unless
I'm missing a step somewhere.

Hmm...
I think I can see how to get WME 9 x64working on Windows 7.
I also just figured out that only the PRO version of Expression 4 allows
export to MP4.
Ugh... thanks Microsoft, one more feature taken away.

I'll see is the free version of Expression encoder 3 will do what I want.
