Windows 7 RTM on 13th July

NeoWin and GeekSmack have both confirmed that Windows 7 is due for RTM on 13th July. Users of TechNet and MSDN will both be getting access to Windows 7 on this date, but anyone without access will need to wait for the GA (general availablility) release on Oct 22nd:

Does that mean that if you had the RTM from TechNet that it would be the full, final version and exactly the same as the one someone could buy later on in the year? Or would this be a special version for Microsoft partners?

I would hazard a guess at the latter.
