windows 7 continuing 'security warning'

this is showing up on my google homepage:
"your security, Internet Explorer blocked this site from downloading files to your computer. Click here for options.
A webpage tried to download a file that you might not have requested. If you want to download the file, click the Information bar, and then click Download File. Because files can contain software that can affect the performance of your computer or access your information, you should be certain that you know what the file contains and that you trust its publisher before you download it."
how can my google home page be a security threat.
also, i did try system restore sev eral times and it will not finish.
any help has to be at the kindergarten level for me

Your security settings may have been changed at some time from the defaults. Have a look at this:
In your IE browser, open the "Tools" menu and click on " Internet Options."
Now click on the "Security" tab.
In the Security tab, click on the "Internet" icon.
Click on the "Custom Level" button, you can now see a list of advanced settings.
Scroll down until you see the "Download" options.
Click on the "Enable" button (the first item)
"OK" out of the windows.

that didn't work...have tried it before but did it again...no go.
