I recently installed windows 7 as a 32 bit OS. . . .can I re-install it (on the same license) now as a 64 bit OS?

Yes you can, As long as you un-install the 32-Bit version. The keys are not Bit specific and will work with either one. The key and license is tied to both version. One license and one install. It doesn't matter which Bit version as long as you are only using one.
